The Global Value Chain Development Report (hereinafter referred to as the "Report") is a globally authoritative report initiated by the University of International Business and Economics and jointly released by well-known international organizations and research institutions such as the World Trade Organization, the Organization for Economic Cooperation and Development, the World Bank, the Asian Development Bank, and the Asian Institute of Economics. The report is released every two years, and four issues have been published since 2017. The fourth issue of the report focuses on the global value chain during the period of change, exploring feasible solutions for building resilient and sustainable value chains. It conducts in-depth research on topics such as the reconstruction of energy and semiconductor value chains, the construction of green and sustainable value chains, and the relationship between global value chains and inclusive development. The Global Value Chain Development Report 2023: Building Resilient and Sustainable Global Value Chains in a Time of Change (Chinese version) "(hereinafter referred to as" Report 2023 (Chinese version) ") is published by the Social Sciences Literature Press.

On May 17, 2024, the Chinese version of the Global Value Chain Development Report 2023 and the Global Value Chain Development Forum were successfully held at the University of International Business and Economics. At the event, the University of International Business and Economics and the Social Sciences Literature Press jointly released the "Report 2023 (Chinese version)". Huang Baoyin, Secretary of the Party Committee of the University of International Business and Economics, and Ji Xiangde, Secretary of the Party Committee and President of the Social Science Literature Publishing House, attended the press conference and delivered opening speeches. Robert Koopman, former Chief Economist of the World Trade Organization and Professor at American University, delivered a keynote speech (via video) on the development trends and prospects of global value chains. Many experts and scholars from international organizations, non-governmental organizations, well-known domestic universities and think tanks, and central ministries held forums and discussions on "Global Value Chain and New Quality Productivity", "Global Value Chain and Green Sustainable Development", and "New Directions for Global Value Chain Development". Zhang Xiangchen, Deputy Director General of the World Trade Organization (video speech), and Zhao Zhongxiu, President of the University of International Business and Economics, summarized the content of the report release and forum discussion. There were over 300 offline attendees and more than 120000 online live listeners.

The report press conference was chaired by Zhao Zhongxiu, President of the University of International Business and Economics. He is the founding director of the Global Value Chain Research Institute. He pointed out that the "Report 2023 (Chinese version)" is an important achievement released by the University of International Business and Economics this year. The Global Value Chain Development Forum held after the press conference was fortunate to invite authoritative experts in the industry and well-known scholars in the field to discuss new quality productivity, discuss the global value chain, and look forward to the new industrial pattern, which will form a series of exciting and important viewpoints.

Ji Xiangde, Secretary of the Party Committee and President of the Social Science Literature Publishing House, delivered a speech on behalf of the publisher of the "Report 2023 (Chinese version)". He stated that the "Report" series is not only an important window for us to understand the evolution of the global economy, promote international communication and understanding, provide important references for policy-making, but also serve as a benchmark for the research and development of similar reports at home and abroad, playing a leading role.

Huang Baoyin, Secretary of the Party Committee of the University of International Business and Economics, delivered a speech on behalf of the initiator of the "Report 2023 (Chinese version)". He stated that this press conference and forum discussion provide a high-level communication platform, which will enhance the understanding of the latest trends and developments in the global value chain among academia, politics, and industry, and provide important references for academic research, policy formulation, and business practice in the field of global value chain. The "Report" series is a model of the Trade University brand and an important global public good. In the future, Trade University will continue to promote the research and release of the "Report", contributing more wisdom and strength to promote the healthy development of the global value chain, build an open world economy, and achieve inclusive and sustainable development of the global economy.

Yin Xiaopeng, Dean of the Global Value Chain Research Institute at the University of International Business and Economics, briefly introduced the main content of the "Report 2023 (Chinese version)". The Report 2023 (Chinese Version) has seven chapters, which have conducted in-depth research on current hot issues in the field of global value chain from different aspects, including the impact of geopolitics on the global value chain, the impact of Sino US trade frictions and the COVID-19 epidemic on the value chain, the reconstruction of energy value chain and semiconductor value chain, the construction of green and sustainable value chains, and the global value chain and inclusive development.

Former Deputy Director General of the World Trade Organization, Yi Xiaozhun, made excellent comments on the research of the "Report 2023 (Chinese version)" and fully affirmed the international research network organization coordination and research work of the University of International Business and Economics team. He pointed out that although the COVID-19 pandemic and the recent geopolitical conflict increased people's concern about the vulnerability of the value chain, the global value chain still has strong vitality. He believes that the urgency of green transformation in the global value chain has sharply increased, and the carbon emission accounting framework proposed in the report provides a feasible solution for achieving green transformation in the global value chain. This novel concept deserves further exploration. In addition, he also pointed out that ensuring that all links of the economy can quickly recover after being impacted, as well as continuing to lower barriers to integration into the global value chain, is crucial for improving the resilience of the global value chain.

In his keynote speech, Robert Koopman, former Chief Economist of the World Trade Organization and professor at American University, reviewed four issues of the Report and summarized the development characteristics of international trade in the context of global value chains. He also provided an outlook on the core topics of the next Report 2025. The next issue of the "Report 2025" will be themed "Global Trade Transformation: Opportunities and Risks for Building Inclusive and Green Global Value Chains", and will focus on exploring the impact of supply chain restructuring and extension, food security issues, new industry policies, foreign direct investment and financing channels on the global value chain, as well as the policy frontiers and global cooperation in international trade and global value chain governance.

Shen Siyan, Executive Dean of the Global Value Chain Research Institute at the University of International Business and Economics, presided over the closing ceremony. Zhang Xiangchen, Deputy Director General of the World Trade Organization, congratulated the release of the "Report 2023 (Chinese version)" and pointed out that the research in the report has important enlightening significance for understanding the profound changes in the field of global value chains, and also provides prospects for future research directions in the global value chain. He pointed out that globalization has presented new characteristics, including anti free trade and anti globalization calls at the political level, as well as the reconstruction of global supply chains due to technological factors such as environmental protection needs, public health, and digitization. He proposed that the United States positions China as the most severe competitor and has taken measures to contain it, such as delisting and disconnection, but these measures cannot fundamentally change China's industrial competitive advantage and the global trend of technological progress. Finally, he emphasized the future direction of global value chain research, including studying how US policy towards China affects the development of value chains and how it affects China's position in the value chain.

Zhao Zhongxiu, President of the University of International Business and Economics, expressed sincere gratitude to all individuals and institutions who supported the "Report" series in her concluding remarks.
