Improving the resilience and security of industrial chain is a strategic planning for seeking the initiative and the discourse power in the division of global industrial chain. In the context of accelerated restructuring of global industrial chain, the security and stability of China 's industrial chain are facing internal and external risks and challenges. Externally, the risks mainly include fresh geopolitical constraints, the double pressure due to the re-shoring of manufacturing to developed countries and the diversion of manufacturing to developing countries, as well as the blockade of key technologies in the highly sophisticated technological sector. Domestically, the challenges include removing institutional obstacles to the security and stability of the industrial chain, improving the independent and controllable capability of its industrial chain, and reducing the heavy dependence on imports of some grains, energy resources and important industrial chains. For this end, the external risks should be addressed by speeding up building a China-dominated industrial chain cooperation system, establishing high-standard supporting facilities and services, creating a first-class business environment, and breaking the blockade of key technologies. The domestic challenges should be solved through such measures as building a unified national market in an orderly manner, comprehensively enhancing the independent and controllable capability of the industrial chain, and accelerating the diverse distribution of the industrial system. As a result, these will help achieve the strategic objective of improving the resilience and security of China's industrial chain.
