In June 2024, Dr. Lyu Yue, the director of the laboratory, was invited to the opening defense meeting for the major research project "Research on the Integrated Cluster Development of Strategic Emerging Industries," organized by Peking University's New Structural Economics Research Institute. He served as a guest speaker at the event.

Attendees included Wang Dong, Deputy Minister of the School of Social Sciences at Peking University; Lin Yifu, Dean of the New Structural Economics Research Institute; Shi Dan, Director of the Institute of Industrial Economics at the Chinese Academy of Social Sciences; Liu Shouying, Dean of the School of Economics at Renmin University; Ni Hongfu, Executive Dean of the School of Applied Economics at the Chinese Academy of Social Sciences; Yang Cuihong, Academician from the Academy of Mathematics and Systems Science at the Chinese Academy of Sciences; and Ju Jiandong, Professor at Tsinghua University.

On the afternoon of June 13, 2024, the opening defense meeting, chaired by Wang Yong, the academic vice president of the New Structural Economics Research Institute, was successfully held at Peking University's Langrun Garden.

Special invited experts at the meeting included Shi Dan, Liu Shouying, Lyu Yue, Ni Hongfu, Yang Cuihong, Weng Xi from Peking University's Guanghua School of Management, Huang Lucheng from Beijing University of Technology, and Ju Jiandong.

Wang Dong and Lin Yifu delivered remarks at the opening session. Li Zheng, Dean of the School of Economics at Liaoning University and sub-project leader, along with Xu Chaoyang, Director of the Department of Economics at the School of International Trade and Economics at the University of International Business and Economics, participated alongside other team members from Central University of Finance and Economics and Peking University.

In his opening remarks, Wang Dong congratulated the project team on being awarded the major philosophy and social science research project by the Ministry of Education. He emphasized that the research should "dig deep, rise high, and spread wide," utilizing China's practical cases to advance theoretical construction within China's independent knowledge system, serving national strategic needs and enhancing international influence.

Lin Yifu welcomed the attending experts and highlighted the importance of developing strategic emerging industries as a vital expression of new productivity. He urged the use of a new structural economics perspective to identify the fundamental determinants and mechanisms of this productivity, which holds significant implications for the great rejuvenation of the Chinese nation and addressing unprecedented global changes.

The reporting and exchange session was led by Li Zheng, the head of the sub-project and the dean of the School of Economics of Liaoning University, who summarized the project's background, significance, research objectives, methodologies, overall framework, and the structure and main content of the sub-projects.

During the discussion phase, invited experts affirmed the significant theoretical and practical value of the project, highly evaluating the research design and acknowledging the team's prior preparation efforts. Experts provided feedback based on the project's content, including:

Shi Dan pointed out that the content of the project was detailed and rich, and suggested to further expand the research connotation of the integration cluster by combining the Chinese modernization, summarize the characteristics of strategic emerging industries and international development experience, so that the research content is more focused.

Liu Shouying recommended deepening the theoretical foundation and examining the logical relationships among sub-projects while enhancing research detail and depth. And increase comparative studies of countries and prudently analyze the policy implications of the development of strategic emerging industries.

Lyu Yue emphasized the need to explore and define the integration and clustering models of strategic emerging industries and consider safety and development issues from an open perspective.

Ni Hongfu proposed a detailed analysis of the concepts of integration and clustering, clarify the specific performance and role mechanism of "integration" and "cluster" in the development of strategic emerging industries, suggesting clearer definitions and mechanisms in their development.

Yang Cuihong recommended broadening the research scope to include international comparisons and policy designs across different industries and development stages.

Weng Xi provided insights on the logical relationships among integration, clustering, and safety and development, suggesting research angles in digital economy domains. Then combined with the three perspectives of "new generation of information technology", "data elements" and "digital and real integration", the research focus in the field of digital economy is deeply discussed.

Huang Lucheng acknowledged the scientific and innovative design of the project and called for clear distinctions among future industries, strategic emerging industries, and distinguish between integrated development and cluster development, distinguish between the characteristics of different industries, and put forward suggestions for specific research details.

From the perspective of specific industries and enterprises, Professor Ju Jiandong suggested that attention should be paid to the different development stages of industries and regions, and to the relationship between industrial policy and opening to the outside world, the relationship between industrial policy and enterprise development, and the relationship between enterprise development and regional development.

Responding to the experts' comments, Li Zheng and Xu Chaoyang expressed gratitude and engaged in deeper discussions on the research focus. Professor Li Zheng said that first of all, we need to define the core concept, think about "what is" and "why is", and on this basis, carry out research, think about the problem of "how to do it", and reflect the contribution of the topic in terms of policy or theory. Professor Xu Chaoyang believes that theoretical research needs to be integrated with policy research. On the one hand, theoretical research is carried out based on the macro growth model; on the other hand, policy research is carried out on the basis of defining the core concepts to further sort out the current situation and analyze the problems faced by the development and integration of strategic emerging industries.

Finally, Wang Yong expressed thanks for the constructive guidance from all experts and assured the commitment of the project team to refine the research design for high-quality outcomes. The research work for the major project "Research on the Integrated Cluster Development of Strategic Emerging Industries" officially commenced.
